Web Design Quotation: What a Website Quote Should Include (With Sample)

A good web design quote tells you what will be built, who supplies what, when each stage is due, what you pay at each step, what the site costs to keep running, and who owns the result. If a proposal cannot answer those questions in writing, the price on it means little. This guide gives you a section-by-section proposal template with sample wording, a way to request quotes that line up, the VAT basics and a scoring sheet for choosing between them.

In short:

  • A web design quote is only comparable when it spells out scope, content duties, timeline, payments, after-launch costs, ownership and the VAT-inclusive total.
  • Send every provider the same written brief and ask them to answer in the same format.
  • VAT in Saudi Arabia is 15%. Ask for the price before VAT, the VAT amount and the total on every quote.
  • Score proposals on scope, three-year cost, process, support and exit terms, not on the headline price alone.

Web design quote template: 12 sections with sample wording

Treat this as a web design quotation template. Use the sections in order, whether you are writing a website design proposal for a client or asking providers to fill it in. Each one should end in something you can check: a number, a name or a date.

Header and validity

The provider's legal name, commercial registration or freelance document number, VAT number if registered, quote number, date and validity. Sample: "Quote WQ-1042, issued 14 October 2026, valid for 14 days."

Project goal

One or two sentences that prove the provider understood the business. Sample: "A bilingual company website whose main job is to bring in quote requests through WhatsApp and the contact form."

Scope: pages and languages

Every page by name, and the languages each page appears in. Sample: "Eight pages: Home, About, four service pages, Projects, Contact. Full Arabic and English versions; translation by the provider."

Features and integrations

Each feature named with its limits, because "booking" can mean a simple form or a full system. Sample: "Quote request form delivered to your email, WhatsApp button, map and photo gallery. No online payments or customer accounts."

Content and assets

Who writes the copy, who supplies the logo and photos, and by when. Sample: "The provider writes all copy from a short interview; the client supplies the logo and photos within five working days of signing."

Design and revisions

How the design is presented and how many revision rounds are included. Sample: "Homepage design first; two revision rounds included; any further round quoted in writing beforehand."

Platform, hosting, domain and licences

What the site is built on, which paid themes or plugins it uses, whose name the domain and licences are in, and what renewals cost. Sample: "WordPress with a licensed theme. Hosting and the domain included for 12 months; domain registered to your company; renewal SAR [amount] a year."

Timeline and milestones

Dates tied to what the client must deliver, so neither side is surprised. Sample: "Counting from receipt of content: homepage design by day 7, preview link by day 15, launch by day 21."

Price and payment schedule

The total, with VAT shown separately, and each payment linked to a milestone you can see. Sample: "SAR 8,000 + 15% VAT (SAR 1,200) = SAR 9,200. Payable 40% on signing, 40% on design approval, 20% at launch."

After launch

The free fix period, who handles updates and backups, and the price of edits and new pages afterwards. Sample: "Three months of bug fixes and updates included; after that, each edit is quoted before work starts."

Ownership, handover and exit

What you receive, when, and what happens if you part ways. Sample: "On final payment: admin access, a full site backup and the rights to the delivered design. The domain stays in your name throughout."

Exclusions and acceptance

What is not included, and space for both sides to sign. Sample: "Not included: photography, paid advertising, online store. Signed by both parties, this quote forms part of the agreement."

The figures are illustrative. What matters is that no section is left as "to be agreed" or "as needed".

If it is not written in the quote, assume it is not included.

How to request web design quotes you can compare

Most quotes are hard to compare because each provider priced a slightly different project. Fix that before the quotes arrive:

  1. Write one short brief: goal, page list, languages, features, who writes the content, target date and a few sites you like. Our website brief template lists what to include.
  2. Send the identical brief to three providers, and ask each one to answer using the twelve sections above rather than a single figure.
  3. Ask for VAT-inclusive totals and line-by-line renewal costs for year two.
  4. Give everyone the same deadline and put follow-up questions in writing.
  5. If a provider suggests another approach, ask them to quote your brief as written and price the alternative separately.

Three quotes are usually enough to see the range; more tends to add noise.

VAT in Saudi Arabia: ask for totals that include it

Value added tax in Saudi Arabia has been 15% since 1 July 2020, as announced by ZATCA, the Zakat, Tax and Customs Authority. A VAT-registered provider adds it to the price of its services, but not every freelancer is registered. So one website quote in Saudi Arabia may include VAT, another may add it on top, and a third may not charge it at all.

On every quote, ask for:

  • The price before VAT, the VAT amount and the VAT-inclusive total, on separate lines.
  • The provider's VAT registration number, if they have one.
  • Whether renewals for hosting, the domain and licences are quoted with or without VAT.

For example, SAR 9,000 "plus VAT" comes to SAR 10,350, so a competing quote of SAR 10,000 "VAT inclusive" is actually lower. For anything beyond the basics, check ZATCA's VAT guidance or ask your accountant.

A scoring sheet to compare website design proposals

Once the quotes follow the same format, score each from 1 to 5 on these criteria. Adjust the weights if you like, but keep the total at 100.

CriterionWeightWhat a 5 looks like
Scope clarity20Every page, feature and language is named, and exclusions are listed
Three-year cost20Build, VAT, renewals and expected edits add up to a total you can check
Content and design process15Clear content duties, design shown before the build, defined revision rounds
Timeline10Dated milestones tied to what you need to supply
After-launch support15A defined fix period, named responsibility for updates and backups, priced edits
Ownership and exit15Domain in your name, admin access, a clear handover or buyout route
Communication5They asked useful questions and answered yours in writing

To calculate, multiply each score by its weight and divide by 5: a 4 on scope clarity earns 4 × 20 ÷ 5 = 16 points. Add the seven results for a total out of 100. If two proposals finish within a few points, favour the better ownership and exit terms; they are the hardest to fix later.

For the three-year line, turn each quote into a website cost estimate that adds hosting, the domain, licences and maintenance to the build price. Our guide to website design cost in Saudi Arabia shows typical ranges and a worked three-year example.

Red flags in a web design proposal

A low price is not a problem in itself. Watch for these signs whatever the number:

  • A single figure with no breakdown. Gaps in scope come back later as extra invoices.
  • The domain in the provider's name. Moving or renewing it then depends on their cooperation.
  • Full payment before you see any design. You lose all leverage if the project stalls.
  • Promises of first place on Google. No one can guarantee a position in search results, and such claims often point to shortcuts that can harm your site.
  • Undefined promises. "As many revisions as you like" or "full support" without a definition mean whatever the provider decides later.

Questions to ask before you sign

The quote sets expectations; the contract makes them binding. Before signing, get written answers to these questions, and check that the contract refers to the quote:

  1. Will every page, feature and date in the quote appear in the contract unchanged?
  2. What happens if delivery slips because of the provider, and what if my content is late?
  3. Will I review the design on a preview link before the largest payment, and what if I do not like it?
  4. Whose name will the domain, hosting account and licences be in, and who holds the admin login?
  5. What counts as a "small edit", and what does anything bigger cost?
  6. If we part ways, what do I receive, in what format and how quickly?

This is practical guidance, not legal advice; for larger projects, have the contract reviewed. For the wider selection process, see how to choose a web design company, and if you are weighing an individual against a team, read freelance web designer vs agency.

How quotes work at Webnaa

Webnaa builds professional websites for businesses from SAR 39 a month (the Webnaa domain plan: a one-page, one-language site on a Webnaa subdomain); every other website is priced in our price calculator by type, pages and languages, with no setup fee and no long contract. Before any work starts, you receive a written statement of the price, what is included and the delivery date. See how we work for the full process. For example, a 5-page bilingual WordPress website is SAR 324 a month (SAR 1,944 every 6 months, or SAR 3,499 a year) and includes:

  • Hosting, SSL and a standard domain registered in your name.
  • Up to 5 pages, each in Arabic and English, with the content written for you.
  • A preview link within 24 hours at most from receiving all the information and content we need from you, so you review it before launch.
  • An enquiry form, WhatsApp button, direct call number, map location and photo gallery, plus Google Search Console setup.
  • Technical support, with free fixes for any technical fault caused by how we built the site.

A new page after launch is added to your subscription at its calculator price. Prices are paid in advance, every 6 months or for a full year with 10% off, and from year two you pay only the monthly base. The work includes 3 revision rounds before launch, and an extra round is SAR 50. If you do not like the design during the design stage, you get a full refund. The domain, content and data are yours, and if you would rather own the website outright, you can buy it: the website value (one year at 10% off, without articles) plus an independence fee of 30% of the undiscounted year, SAR 4,665 for this example, including a year of hosting and the domain in your name. The details are in our terms and conditions.

FAQ

How much does a website cost in Saudi Arabia?

It depends on scope: the number of pages, languages, features, who writes the content and what support is included. At Webnaa, prices start from SAR 39 a month (one page on a Webnaa subdomain) with hosting included, and a site on your own domain is priced by pages and languages in our price calculator.

What is the difference between a quote and a proposal?

A quote is mainly the price and what it covers. A website design proposal adds context: your goal, the approach, the process and the timeline. For anything beyond a small job, ask for a proposal that contains the full quote.

How long should a web design quote be valid?

The provider sets the validity period, often a few weeks, because hosting and licence prices can change. If a quote has no validity date, ask for one, and if it has expired, ask for the price to be confirmed in writing before you pay.

Should a web design quote include VAT?

It should state VAT clearly either way. VAT in Saudi Arabia is 15%, and registered providers add it to their price. Ask for the price before VAT, the VAT amount and the total on separate lines so you compare like with like.

Summary

A useful web design quote reads like a plan: what will be built, who supplies what, dated milestones, staged payments, after-launch terms, ownership and a VAT-inclusive total. Send every provider the same brief, ask for answers in the template's format, convert each price into a three-year total including 15% VAT, and score the proposals before you sign.
